The Demise of the 28-Clause Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble

Europe breathed a deep collective sigh of relief on Monday, as the tension triggered by the presentation of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: an extensive attack of rocket attacks on Kyiv.

The Cycle of Negotiation and Warfare

The sequence of contrasting events captured the harsh reality of the current period. By day, political struggles are waged: positive announcements are delivered from various governments. Significant resources is allocated on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, conflict continues to be the primary tool for achieving "resolution".

Nocturnal Warfare

As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's exposure was exposed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by current data. From vantage locations, defense planes that had been dispatched to counter approaching aerial threats roared overhead – sophisticated military planes provided to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely supplied through Western nations. Every deployment shakes the surroundings, causing tremors. The instant of fear quickly transforms into resigned acknowledgment: maybe the incoming missile won't cause damage this time, preventing destruction from catastrophe and another blackout.

Ongoing Risks

Following this, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – probably allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the early updates: several casualties, devastation and heating outages in many homes as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on external assistance – a need that regional partners are clearly incapable to substitute in the immediate future.

Unsuccessful Negotiations

The detailed framework from US administration sparked intense emotion, debate and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have seen this script before, after previous diplomatic encounters and multilateral gatherings.

Every new approach from US leadership unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, certainly, endure.

Tactical Assessments

It is tempting to accuse certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a principle familiar among experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government believes that it is unfeasible to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while accepting these circumstances, Washington does nothing to discourage Russia, through statements or actions, from thinking that the situation will not shift further in its favour in the months ahead.

Divergent Views

Therefore, the Kremlin is convinced that duration works to their advantage – that Ukraine and its partners are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leader remains supremely confident in the outcome.

On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a complete military breakdown until conditions improve in its benefit.

Existing Situation

Factually, there are no genuine requirements for a ceasefire. Now, subjective factors are coming into play: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to mobilize citizens around the national cause against any initiative Kyiv finds unsuitable, so that their attention does not move to domestic problems. And although their mission will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are influencing discussions.

Conclusion and Outlook

It took a just a single week to eliminate the proposed articles of the current initiative. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the foreseeable future, mainly require ongoing international assistance.
